The building received first prize in a closed tender competition for Sandnes County, just south of Stavanger, Norway.

It consists of 28 social rental apartments, staff areas, and a parking garage. The building is divided into two sections with a shared staircase area. These sections are offset both vertically and horizontally to create dynamic form and appearance, with the parking garage partially underground. There are three levels of balcony entrances, with balconies enclosed in glass. The rooftop features a communal garden.
